CAMRO is aimed at municipalities and local decision-makers in Romania that need support in managing stray and owner-neglected dogs and are committed to humane, sustainable solutions. Participation is voluntary and non-binding.

  • Mayors
  • Municipal administrations
  • Officially appointed decision-makers

Not eligible

  • Private individuals
  • Informal initiatives without municipal mandate
Note: Participation in CAMRO does not release municipalities from their legal or municipal obligations and responsibilities.
Requirements

What a request requires.

  • Existing own measures in municipal animal welfare are in place.
  • The support needs are clearly identified.
  • Transparency about planned and ongoing measures is ensured.
Minimum requirements

These criteria apply to every municipality.

Minimum requirements

  • Designation of a dedicated contact person within the administration
  • Compliance with applicable legal requirements
  • No use of killing as a population control measure during participation in CAMRO

Co-financing

Co-financing models.

CAMRO supports co-financing models in which municipalities contribute an appropriate share themselves. In suitable cases, municipal measures may be co-financed or complemented by external partners. This does not entail automatic funding.

Building structure, strengthening responsibility.

CAMRO supports municipalities in implementing municipal animal welfare effectively and transparently.
