Managing stray and owned dogs is a statutory duty of municipalities in Romania – yet many reach the limits of their organisational or financial capacity. At the same time, numerous national and international organisations are committed to sustainable solutions: CNVR programmes, shelter placement with adoption promotion, or combinations of both approaches. Their support, however, often remains uncoordinated. CAMRO creates a structured connection between municipal needs and external support – for municipalities committed to humane and lasting solutions.
