What it’s about

Needs that remained invisible until now.

Managing stray and owner-neglected dogs is a statutory duty of municipalities in Romania – yet many face this responsibility without adequate resources or expertise. At the same time, numerous national and international organisations are committed to sustainable solutions: CNVR programmes, shelter placement with adoption promotion, or combinations of both approaches. Their support, however, often remains uncoordinated. CAMRO creates a structured connection between municipal needs and external support – for municipalities committed to humane and lasting solutions.

LEGAL BASIS
Statutory duty
The management of stray dogs in Romania is a statutory municipal duty governed by specific legislation.
RECOGNISED APPROACHES
CNVR & Shelter
Neutering & return or shelter placement with adoption promotion – both approaches are eligible for support.
COVERAGE
41 Counties + București
CAMRO is open to municipalities in all Romanian counties.
FILE 01 — NEED

Municipality reports need

A municipality submits its specific support needs via a standardised online form.

FILE 02 — VERIFICATION

Verification & Assessment

The CAMRO team reviews the information; an independent local partner additionally verifies it.

FILE 03 — COOPERATION

Targeted cooperation

External organisations provide targeted support – complementary, not as a replacement for municipal responsibility.

Criteria & Transparency

What CAMRO is – and what it deliberately is not.

CAMRO is

  • a structuring cooperation platform
  • voluntary and terminable at any time
  • based on verified, transparent needs
  • supplementary support alongside municipal own contribution

CAMRO is not

  • a donation collection platform
  • an automatic funding commitment
  • a replacement for municipal responsibility
  • open to individuals or informal initiatives
